Resilient & Ready Storm Recovery Program
New York State emergency home repair funding will be provided on a first-come first-serve basis
Franklin County, NY – The Franklin County Economic Development Corporation (FCEDC) is pleased to announce the launch of the Franklin County Resilient & Ready Storm Recovery Program, designed to assist homeowners in Franklin County who were impacted by the recent Tropical Storm Debby. Through a generous award from New York State Homes and Community Renewal (NYSHCR), the program will provide much-needed financial support for emergency housing repairs, helping local residents recover from the significant damage caused by the storm on August 9th and 10th, 2024.
This program focuses on providing reimbursement grants to eligible homeowners for essential repairs that ensure homes are safe, sanitary, and habitable. Homeowners may apply for grants up to $50,000, based on the scope of damage and repair needs. Funding is available only for repairs not covered by insurance or other funding programs. Applications are currently being accepted but must be submitted by Monday, October 7th, 2024 at 5PM, however, funding will be awarded on a first come first served basis.
“Our goal with the Franklin County Storm Recovery Program is to help families in Franklin County restore their homes and stabilize their lives in the aftermath of Tropical Storm Debby,” said Jeremy Evans, FCEDC CEO. “By providing direct financial support for critical repairs, we are enabling our residents to rebuild and strengthen our communities for the future. We commend Governor Hochul’s initiative to help affected residents during this difficult time.”
To qualify, homeowners must meet program eligibility requirements, including owning a primary residence in Franklin County and meeting income guidelines. Eligible repairs include essential structural and system repairs, such as roof replacements, electrical and plumbing work, and environmental hazard mitigation.

- September 25, 2024, at 12 PM (virtual)
- Eligible Expenses: Roof repairs, HVAC system replacements, foundation repairs, mold remediation, and more.
- Reimbursement Grant: up to $50,000.
Homeowners must submit their applications online and are encouraged to attend a virtual information session to better understand the process and requirements. The FCEDC will work closely with applicants throughout the process to ensure timely review and disbursement of funds.
