Operations Specialist / Manager

Position Title: Operations Specialist/Manager
Reports To: Chief Executive Officer
Status: Exempt
Supervises: N/A
Location: Malone, New York

SUMMARY
The individual provides comprehensive support to the organization by assisting with board, grant and project administration, performing accounting tasks, compliance and reporting, and general office administration. This role ensures the effective and efficient operation of the agency, compliance with regulatory requirements, and the successful execution of projects and programs aligned with the organization’s strategic goals.

RESPONSIBILITIES

  • Serve as the first point of contact for the organization through phone, email, and in person communications.
  • Provide administrative support to the Board of Directors by scheduling and noticing meetings and preparing agendas and minutes.
  • Lead internal processes related to FCIDA incentive projects, FCEDC small business loan and grant programs, and FCCDC bond projects, including receiving and reviewing applications for completeness, project tracking, administering payments and disbursements, tracking required data, and preparing and submitting required reports.
  • Assist in the research, preparation, and writing of grant applications for federal and state programs related to community, economic, and industrial development, and assist with the administration of awarded grants, and ensure compliance with applicable laws, rules, and regulations.
  • Assist with bookkeeping, billing, payroll, and annual audits for the FCIDA, FCEDC, and FCCDC.
  • Perform HR activities as directed including employee benefits, payroll, timekeeping, health insurance, and retirement contributions.
  • Ensures agency compliance with internal policies and procedures and all applicable laws and regulations, by preparing and submitting required reports (including NYS Authorities Budget Office reporting), coordinating board and staff training, and maintaining required policies.
  • Perform typical office management duties to ensure the efficient and effective operation of the organizations.
  • Support the CEO and team with all other duties as assigned.

EDUCATION REQUIREMENTS

To perform this job, an individual must be able to ensure agency performance of all duties outlined. The requirements below represent the minimum knowledge, skill, and/or ability required.

Bachelor’s Degree in Business Administration, Finance, Accounting, Economics, Planning, Public Administration, or, an equivalent combination of education, training or experience as defined above.

DESIRED EXPERIENCE AND SKILLS

  • Finance experience, including bookkeeping, payroll, and auditing.
  • Knowledge of grant administration and compliance requirements.
  • Strong organizational and project management skills.
  • Ability to analyze financial data and prepare accurate reports.
  • Familiarity with HR processes and employee benefits administration.
  • Excellent leadership and communication skills.
  • Ability to work independently and manage multiple tasks simultaneously.
  • Computer and software proficiency, especially Quickbooks Online.
  • Strong problem-solving and decision-making abilities.
  • Ability to maintain confidentiality.
  • Capability to drive a private vehicle to work locations and meetings in the morning, afternoon, and evening and at all times of the year.

BENEFITS

  • Starting Compensation Range: $47,500-$57,500
  • Other Benefits Include: Health Insurance and Health Savings Account, NYS Retirement, Generous paid vacation and holidays.
  • Hybrid work schedule.

OTHER INFORMATION

The position requires the individual to primarily work in the office. However, limited remote work will be considered.
