NYPA Programs and Incentives
NYPA is the nation’s largest state public power organization, is the only statewide electricity supplier, and provides the lowest-cost electricity in New York State. Working with state and local economic development officials, NYPA targets its allocations of low-cost hydropower to help attract and retain major employers. Other, specialized incentives help businesses control costs and remain viable in this tough economy.
Established in State law in 2005, Preservation Power is a block of 490 MW of firm and interruptible power from the St. Lawrence-Franklin D. Roosevelt Power Project. This competitively-priced hydro power is available to eligible Franklin County businesses through the New York Power Authority.

NYPA Economic Development Programs Overview
NYPA ReCharge NY Program
The New York Power Authority (NYPA) can provide low-cost power through the ReCharge NY Program. Eligibility is based on company commitments such as remaining in the state, keeping or growing employment, expanding operations, and/or making significant local investments in their businesses.
NYPA Preservation Power
Preservation Power is comprised of 490 megawatts of competitively priced hydropower generated at the St. Lawrence Franklin D. Roosevelt Power Project that may be allocated to eligible businesses located in the Franklin, Jefferson and St. Lawrence counties of New York State.
NYSEG Programs and Incentives
Energy in Northeastern Franklin County is supplied by NYSEG. New and existing business customers are encouraged to check what rate discounts and funding assistance is available to assist their business goals.

NYSEG Commercial & Industrial Rebate Program
NYSEG’s Commercial and Industrial Rebate Program provides rebates to non-residential electric customers for energy efficiency upgrades to facilities and equipment. Upgrading to newer energy-efficient equipment can reduce operational costs and improve reliability, safety, comfort, and aesthetics for the business.
National Grid Programs and Incentives
With an electricity-service area that covers most of Franklin County, National Grid is an important partner for any business venture. Assistance and resources from National Grid’s Economic Development Team are available for all phases of your business’s development – from strategic research and business planning for new and emerging businesses, to productivity and efficiency programs for existing businesses.

National Grid Economic Development Programs Overview
National Grid Industrial Building Redevelopment Program
National Grid’s Industrial Building Redevelopment Program provides grants of up to building owners undertaking efforts to retrofit the interior electric and gas infrastructure required to convert these buildings to multi-tenant industrial use.
National Grid Electric Capital Investment Incentive
The Electric Capital Investment Incentive provides funds to help offset the customer costs associated with upgrading utility infrastructure to accommodate a business expansion or new construction project.
